An Aboriginal-based financial institution in Manitoba is looking to start a chartered bank. Tribal Wi-Chi-Way-Win Capital Corporation says the bank could better serve the growing financial needs of Canada's Indigenous economy. The company says the bank would operate on a stand-alone basis. Canada's Indigenous population grew by 46-percent between 1996 and 2006. That's nearly six times that of non-Indigenous Canada.
