The judge presiding over the inquest into the suicides of two girls at the Manitoba Youth Centre says it may be time for a new youth remand facility.
Judge John Guy says the Manitoba Youth Centre, which is almost 40 years old, was built to deal with "a type of youth that may no longer exist".
Guy also recommended the Centre investigate replacing the current suicide risk assessment tool, and that all youth with any level of suicide risk should be referred for further evaluation.
