Winnipeg's Manager of Films and Special Services tell us with 100-percent assurance Rob Lowe was not referring to Winnipeg when he tweeted about a hell hole Tuesday night:
Kenny Boyce says Lowe holds Winnipeg in high regard. During this latest project.. he's been enjoying many areas of the city including Corydon Avenue and the Osborne Village.
