Mayor Sam Katz says he's not happy new proposed provincial legislation that would create more red tape for public-private partnerships.
The city is looking at using a public-private partnership - or P3 - to build, finance and maintain a new South District police station, according to a city report.
Katz says that would save the city a million dollars.
