Councillor Adam Vaughn's motion to ban bullets has died.
The proposal was up for discussion at the last City Council meeting before summer break, Thursday afternoon.
It needed two thirds of support to spark a debate but the vote was 13 in favour, 28 against.
The idea will now head back to committee for approval, where it will either make it to council next time or fizzle out.
