The Toronto Zoo says they are at an "impasse" with an elephant sanctuary in California.
The Zoo says the PAWS facility refuses to hand over the legally required medical records for elephants despite numerous requests.
The zoo is under pressure from Bob Barker and a number of advocates to move their elephants to the sanctuary, but Toronto Zoo officials say without the records, moving the creatures would be irresponsible.
