"Monday's rafting death preventable" - Calgary's Fire Chief

Some stern words from Calgary's fire chief following Monday's fatal rafting incident at Harvie Passage. 
Fire Chief Bruce Burrell says Harvie Passage isn't designed for recreational users.
But, despite repeated warnings, some people are still taking their chances.
It has put rescue crews at risk dozens of times since the passage opened, including five times this weekend.
"Until the river conditions change, the Bow and Elbow Rivers are not safe for anyone, regardless of their perceived skill, ability and equipment."
Advisories are one thing, but Burrell says a "ban" is complicated, involving the federal and provincial governments.
He adds they are in "very preliminary" discussions over bylaw changes and fines.
