City council has approved zoning changes to allow the John Howard Society to continue the process to set up a halfway house in a light industrial area in Manchester.
The application was opposed by many community residents in Elboya, Park Hill and Britannia, the closest neighbourhood about a kilometer away.
Council is asking the John Howard Society and the communities to join together and come up with a good neighbour agreement as a way to alleviate concerns.
Also approved is that John Howard, in its initial application, be limited to thirty two beds and that there be two staff members present in the facility at all times.
